As you may be aware the EU is developing a Customs Security regime along the lines of CT-PAT for EU exporters.  While its going to be a long process it seems at present that multinationals and larger companies will be best resourced to meet with the new regulations.

Is this the advent of a two tier customs regime where larger companies can avail of special concessions and SMEs will be left to a second tier status?  

How wiill this affect SME's export competitiveness?

I believe in its important to improve security for trade in this ever more dangerous world, but I am curious to know the experiences of US companies who have operated under the CT-PAT regime and to know from EU exporters their views and ideas as to how AEO will affect their trade operations.
